I've volunteered to take over England in Csar's place, but Al Khalifah hasn't been on since the 12th. Should I start talks as if I were already England, or should I wait for A-K to confirm my spot?

I believe we are still waiting on lanky316 to send moves for Russia and obviously for someone to send moves for England. Since Csar has dropped out, I think it best that Pannonian take command of England from here on.
So still awaiting orders for England and Russia people!
