Since it refers to this option as sallying forth, that would seem to imply it will probably work the same way as choosing to sally forth in the middle of a siege. It seems that this option comes up when an opponent's army that is already besieging you decides to go to battle, plus the description states "...they are approaching the walls...", so I would be surprised if it would then take you to an open battlefield away from the settlement.

One other interesting thing here is that the withdraw button appears to be functional, and there's no icon indicating that your army cannot withdraw... does this mean a garrison can attempt to flee and abandon the settlement? I don't think this was possible in RTW if I'm not mistaken.
