After a certain amount of failed negotiations your diplomat may pick up that vice. Meaning the only real (non cheating) way of avoiding this is by positively concluding negotiations - which can be a pain since the AI isn't famed for it's diplomatic cunning and intelligence.

if you try to bribe them or use any other means of diplomacy and they refuse several times in a row, he may aquire the tactless trait. To prevent it, make the deals good for the oppostition. Do deals you know they will take. The only ones i know not to try is to make any barbarians protectorate, theyll never accept even with a general in debt with one city and a riot. They wont accept

hmmm, but do you know if the failures are cummmulative per game or per negotiations, e.g. if i fail a few times negotiating with one foreign diplomat, i understand there is a chance that i may get the trait, let's say i happen not to get it and i go on to negotiate with a different faction later - do my old failures count or is my failure counter at zero now?

with my diplomats, it is usually 3-5 failes diplomacies in a row, but with the same faction. I haven't tried doing some i know wont work, then try another faction and see if i get it. I don't use diplomats much unless i bribe armies and generals and get trade rights

well, it does work some times. It may depend on difficulty level as well. Ive nevr gotten a barbarian tribe to become protectorate, thats probably because killing them is so much more fun

Playing RTW V1.5 on VH and any failed negotiation seems to cause a diplomats influence to go down.
Conversly if you use a diplomat to bribe an enemy general to your side then expect an influence gain for the diplomat (and lower resistance to bribe penalties in the general)
