LOL, I know it isn't, I've designed interfaces for games before; I don't know much about HTML, but I'd imagine it would be at least as hard. The best photoeditting software I have is Jasc Paint Shop Pro - An OLD version too.

This doesent sound like a bad idea at all. I don't see why not. I assume that these "changes" will be like to the "format" of the site (i.e. Christmas, halloween, RTW)?
