At least we know the battle editor is in.
I didn't know this had been confirmed, but from the FAQ:
Can you make your own battlefields?An unsupported battle editor included shipped with the game meanwhile will allow players to create their own custom battlefields or battle scenarios on which to play out their next multiplayer clash or release to the Total War community.

Well it was included with RTW so it probably would have been more effort to take it out than keep it in.

Well, R:TW also included a campaign editor and the battle editor only came available after a patch.
