Right-click on any of the avatars shown on the left side of any thread. You should get a list of options like "Open Link In New Window", "Open Link In New Tab", etc. About halfway down that list will be "Save Image As..." This is the one you want to click on. Save the image to your hard drive where you can find it once again.
Then use whatever image editing software you have to add the border -- I can't give you details instructions on adding the border since the exact process will vary from program to program.
