I'm assuming billmen are substantially cheaper, have lower upkeep, and can also be recruited in far greater numbers (thanks to the recruitment pool system) than footknights.
Chivalric Foot Knights in MTW were a lot better than Billmen, but the build requirements and high cost of fielding a larger number of the former meant that you were unlikely to see whole armies of them.

Yup, billmen can be fielded in large numbers, many more than the dismounted knights and armoured swordsmen can.
