Hardware specs?
It could be the drivers, it could also be that the volume level of your speakers is simply too low and the volume level coming from your souncard is too high. Try reducing the volume from windows and increasing it using the control on your speakers first. Also there is usually a line out and a speaker connection on the back of your soundcard, it's a good idea to connect non amplified speakers and headphones to the connection marked speaker and amplified speaker systems to the line out. This cuts out distortion.
