If so, all roman factions had the same boats, except for the Scipii, who, if they built the Temple of Neptune (it requires a port) could build the best roman boats. The romans didnt fight sea battles the same as everyone else, they got close to the enemy ships and boarded them, bringing the land skills to the sea.
