Obviously part of the bugged Traits and Ancilliaries... He should of course have been issued to a general.

Did his MP bonus at least show up for this priest? And did you try to 'hand' him over to a general?

Anyway it is rather easy to get. Just let your spy stay in an enemy city long enough and he will get it.
