I reckon this is a bug but might be wrong

After the Pope announced a Crusade, I successfuly conquered the objective which was Antioch. In the next turn, there's a revolt and several structures are damaged, including the race course which allows for anger-soothing races to be held. However, the city view slider would still allow me to switch among yearly, monthly and daily races, modifying the pacification percentage accordingly.
Wouldn't it make sence that since the race course is damaged there can be no races until repaired? I wonder if somebody else has noticed the same error (in my opinion it is an error - especially if someone is running on a low florin budget it would greatly affect realism losing a newly conquered province to irreversible revolt)
