I'm going to be cynical about this, but the lack of ability to mod much of the game at launch probably benefits CA as players are forced to play the game as it is (for the most part). Hence loads of extra feedback about everything, including combat speeds, balancing etc. I'm sure otherwise they'd be about a dozen 'realism' mods by now that change everything and players experiences and feedback would be diluted as a result.

No doubt the tools and what not for modding will be released when CA are satisfied with things. Or they crack under the pressure of a 100 modders battering down their doors with a large pencil or something and throwing mice up onto the parapets.

Still it'll be nice to see what modders could do given the chance. And with more complicated models, good quality 3D modellers will be even more in demand. Heck they could probably barter for a throne and crown jewels before accepting a place on a mod.
