    Default Province Development Value

    What is the best way to evaluate the value of a province? How do I determine whether to develop a town or a castle? How do I decide whether one province should be developed over another? What factors do people use to determine how to best develop a province?

    I have far more provinces than income to develop all those provinces. I need to focus on specific provinces...preferably the better ones.

    Any one have a structured process for developing their country?

    I tend to think in terms of "how many castles do i need, and where do i need them?".

    I will try to have one castle near each likely trouble hotspot, to produce frontline troops.

    Everything else usually gets converted to a city when i capture it, for the income.

    I tend to agree with Davey here, with one codicil. Turn island provinces into cities, with the possible exceptions of Palermo and Dublin. Cyprus, Rhodes, Crete, Sardinia and Corsica don't have land bridges connecting them, so making them cities is pretty safe. Otherwise, keep one castle on each frontier and make money with the rest.
