would it be possible to make naval combat playable, such as make a texture or map of water? just wondering if anyone has any ideas.

It was attempted, but never completed. It also replaced land battles, it was one or the other.

CA could have tried to implement them at least in MTW 2.... this could have been the greatest boost to this new game, truly adding a new feature, but they missed it, probably out of commodity and out of the hurry to release the game as quickly as possible.

    Theoretically, you would need :

Water texture, a suitable battlefield composed mostly of water, units for the different kind of boats , it would have been interesting to have fighting units on the board, to be able to bord, or bombard a ship...

Modding such a thing is probably impossible....

Since you had to replace land battles with naval battles, maybe a naval mod could be made, that focuses on custom battles?
