When two or more different nations are seiging the same city in a seige, who gains the city when it falls?

same as RTW i beleive, the stack that initiated the seige takes the city. i used this as an exploit once or twice previously in RTW (intiate a seige with one unit as i see my ally marching in with a full stack, they do the dying, i get the city.)
