Units, I would imagine you mean. They've got those nifty special nomad building chains (usually called something like "[someone's] Herd" or "XYZ Court" or "N settlement") that fulfill more or less the same function as the governement "buildings" of settled peoples. Well, I'm under the impression they partially double as MICs too.

The team have expressed that there is no governement for the Nomads in 0.74, but in 0.8 there will be a system for them.
