I've been offered multiple explorer's guilds as the Egyptians, everywhere from Constantinople to Dongola. I have a master explorer's guild in Baghdad, currently. I also have a swordsmith's guild in Caesarea.

Ok I concede your points, but there is truth in that code SOMEWHERE

Quillan might be right that it increases the PROBABILITY of those Guilds and Orders. Maybe it test for them more frequently or allows an HQ?

The "Jihad", "Crusade" and "Horde_Target" tags do seem to have an effect on the AI.

The "Atlantic" tag and the various numbers are still cryptic to me though...

The locations given are for some historical basis. Like the steel of Toledo and Damascus for instance. But that doesn't mean other places couldn't have done similarly...

What it does mean is that these places have an inbuilt system to make these guils pop up either as soon as the recruirements are met or something close to that.

I could see lots of sense in those regions having a higher probability of having said guilds. Spain, for instance, produced some of the best swords of the era. Typically, modern german provinces would also have a higher chance of having a teutonic guild offered.
