The hard way: to unlock a faction you need to annihilate it in the game.
Simpler way: go to \Program Files\SEGA\Medieval II Total War\data\world\maps\campaign\imperial_campaign, make a copy of the file descr_strat.txt (so you can keep the original). Also right click and remove the tick from Read Only.
Open it and you will see a list of the playable and unlockable factions.
Move the factions from unlockable to playable and voila.
Have a look in the file, there are more interesting things you can modify but be sure you keep the original version!

Instead: play a short or long campaign or follow the hints of frogbeastegg, copied by me:

Winning either the long or short campaign will do it, or you can cheat by editing textfiles (see the stickied faq).
