Probably too many troops and not enough income. Alkl troops (give or take a few special circumstances) cost money per turn to upkeep, between about 150 and 250 each unit.
Click on the big b ag of money on the right hand side to get a financial summary of your empire and it will tell you your income and what outgoings you have - I bet you have massive army upkeep!![]()
Isn't it funny how people trash God and then wonder why the world's going to hell?
Yes, maestro's right. Garrison cities with militia because they will get free upkeep.

1.Put the cities with governor to "very high taxes" if the happines remains at least 90% and put the cities w/o governosrs on "financial buildings".
This way you will get at least 20% more taxes.
2. Make the cheap land upgrade. They increase the population (more taxes) AND they give addition money in the treasury.
3. Develop the trade - build ports and roads ASAP
Armies are your major expense and trade the major income that are variable.
Make upto crop rotation in as many settlements as you can as many wharfs as you can for the sea trade, roads to improve trade overall. Trim your army and garrison cities with militia, ensure your ports aren't blockaded this cuts trade as does a besieged city.
Plus its not possible to build troops in every city ... only 3 cities of every empire must have the military buildings to produce troops , otherwise its a total waste of money , NEVER SACK a city that you want to keep ...for few money you cut your future gains ... destroy instead the structures you arent interested to gain money
