How can I build a naval port with the romans? Some of my cities have naval port, but in other cities i can't build it, only mercantile ports.

i think only certain provinces can build naval ports.. this is meant to reflect the idea that some places in the world have natural harbors more suited to constructing such ports. i think there are ralism and gameplay aspects to this change, but i've been kind of on the periphery of EB for awhile, so someone more knowledgable about it should be along to answer your question.
now i'm here, and history is vindicated.

That's it, Big John. I think Capua and Arretium (the one on the right side of the boot? I always confuse it with Ariminium!) are the two places where you can initially launch your fleets.

There's a map somewhere on the board that shows where you can build the two levels of naval ports. Also in the same thread it was mentioned there will be a level 3 naval port in a later build, any word about this?

Here's a link to the naval map,

it looks like Ariminum and Capua are indeed the two starting naval harbors for Rome.

I was wondering what the difference was on the two colors of blue on that map. Can you build better ships at the darker shade of blue for example?

At most all you can build is up to triremes or the equivalent. At Capua, Arretium you can build quinqueremes.

I´ve been wondering about this, shouldn´t you at least be able to confiscate some of those merchant ships in all ports?

yes. Your faction can max out it's ports in the dark blue provinces. Not so in the lighter blue. Those only give you lvl. 1 or 2 (perhaps 3??) As always, it depends on your faction as to which level you can actually build to.

ie., If you are playing as the Romani, you can build lvl. 5 in the dark blue provinces.

I wish I was able to hire Rhodos' shipmakers when I conquered the island as the Pahlava.

A pity they were all killed during the looting of the settlement...
