In Karkatiokerta (or somewhere with a name similar in case I spelt it wrong) there are two homeland governents at the start. If you destroy one then you have the option to build a provisionary government.

Yeah, that problem won't go away it seems. I've asked the scripters now to try and get it fixed for 0.82. Thanks.
