    Default France financial woes

    Player controlled or Ai controlled
    Vanilla
    Lusted's mod
    Big map mod with self modifications to files

    all point to a problem with France's money situation
    Just ended a game using Lusted's mod
    As England with money to spare
    Gave my Ally France 10k for 40 turns
    and several 1 time amounts of 100k
    cant put my finger on the problem
