Erain/Cassemorg
When playing as the Casse type 3 or 4 governments are all that are permitted in Erain, this intentional? Also in your home province you are unable to upgrade your port, despite it having the bigport resource. Think this is something to do with ports requiring a government level and none being present in your starting province.
