    build forts (they are costless) and place diplomats in them (they cost less than any other unit and you also avoid self-destruction of forts)... it works in my game, rebels are rare in provs w a couple of forts and when they do spawn, their stacks consist of only 2-3 units (easy to defeat or bribe w the same diplomats inside the forts) :)... on the other hand, pirates are painful....
