You know how whenever you start the game, that darned advisor pops up? No matter what your settings are? Don't ignore him.
Yeah, from the sound of it, you're going to have to restart the game - the script is very important for getting the full EB experience. It allows you to get reforms, but it also makes each year be 4 turns long rather than 2 and makes the game more challenging by giving money to the AI so that they won't be utter pushovers (don't worry, they still won't be too difficult). If you're at 242 and you still haven't activated the script, it's too late to do so and you should start the game over so that you can do it from the beginning. Here's how you activate the script: whenever you load a new game, click on a city (doesn't matter which one). The advisor will pop up saying something about activating the script. Click his face, and then click "show me how," just beneath his portrait. That will activate the script. -M

Technically, if he didn't activate the script, he can still salvage his campaign be editing the EB script to have the reforms at an earlier date..right?
Or activate the script and just realize that everything will come 30-40 years later than it would have?
