Command stars mean nothing in EB, we give them to rebels to give their army more moral (without giving their troops better attack, because we recommend medium battle difficulty). Our trait system means that how good your general is is all part of what traits they have, not how many command stars they have. Also you must remember that vigorous generals are far more likely to do well in battle, and receive good traits for winning battles. Also fighting against great odds will help you general get better traits. This isn't vanilla, spend time reading about the traits your general is getting. If he doesn't like attacking, make sure that he is always defending and he will get much better traits.
