Strange one
This guy popped into existance north of patavium on the carthagian turn. He moved south then got attacked by romans on their turn. Didnt see what was in the stack but pretty sure it wasnt a general. hes got a roman name, celtic troops and there isnt a carthagian fleet within range. Definitly wasnt there before, I'd just looked round there to see what was going on before I hit end turn and would have spotted him.
