No, it shoudn't. If you mean units like Pezhetairoi and Peltastai, those were always drawn from Hellenistic populations.
I'm not sure where Arpi is (southern Italy I guess, if LorDBulA meant samnites), but you can't recruit Pezhetairoi and Peltastai in Patavium for example, despite the fact that you can build a level 2 government there, because the inhabitants are Celtic.
The availability of a type II government only indicates that your faction would historically have been able to expand here and keep a tight grip on the province.
The MIC descriptions need to be made more clear as to what units can be recuited and when

Agree whit mcantu, or an guid, should be created.
I think units like Akontistai, Sphendonetai, Taxeis Hoplitai or Toxotai, should by recrutaibel eaven in farer parts, because, i dont think there were any diference betwean a poor greek or a poor nongreek citizen. I mean cheep units, which were created from the botom class.
Im not an expert in this, so i might be wrong, its my opinion.
And I think that the 2. goverment should be available in provinces, where the fraction could export it's culture.

It is impossible to list all possible recruitment areas in the MIC description. As it should say in the MIC description right now in the STRATEGY section or below, if you right click on a MIC before building it and see no available units, it is probably not worth your time building it. This is about the only advice we can provide at this stage in the game until we can get some more units spread around. We still have more than 150 units planned for the game, so it'll happen - just not immediately.Originally Posted by mcantu
