    Is there a differnce between a governor and a general? Isn't anyone who is in a city a governor?

    Come to Canada. Here, we have a Governor General.



    Hehe.

    A governor is just a general that happens to be residing in one of your cities. Then he becomes the governor of that city.

    As a bit more to add to this. Sometimes (particularly at the start of a game when money is tight), it become a tactical thing to keep your generals in towns as the management trait CAN help to milk those extra few florins out of a city as well as pump the tax rate up and keep the population in content (despite being bled dry!!).

    But as your empire expands and money is less of an issue (if that is possible!!) you do not need to keep such a tight rein on the cities and can keep the family members out in the field in chrage of an army. Infact later in the game it is BETTER to keep them out of cities as they can gain "corruption" and "lazy" vices.
