That's right. In export_descr_buildings.txt you'll find the levels for great_forum and curia. They both have a requirement that says "and not" govt level 3, but it should be "and". Back the file up to be sure, but it should work immediately when you change that. Should not have any ill effects on an on going campaign.

I don't think Curia has the problem. At least I remove the " not" from just the great_forum and I am now able to build both.

Ok, but the great_forum was the roadblock keeping it and the curia from being built. Just glad it's working now.

No, Pontos can only build "dirt roads."
