Unprompted Papal States Expansion

Ive seen them expand to Florence before the patch and then stop
after the patch with the enhanced naval invasions they tend to go ape with expanding


kinda strange behavior considering the
descr_sm_factions.txt
has the papal states as NO on prefers naval invasions
