Strategy Informer always seems to have the latest news and downloads very quick - link here http://www.strategyinformer.com/pc/
Strategy Zone Online used to be good too, but they have recently changed their name to Extreme Gamer. Still seems to be predominantly strategy stuff on there though - http://www.xtreme-gamer.com/index.php
