1)The players tend to send their family members to cities with the highest level schools so that they pick up good traits and ancillaries. This tends to the be the capital.

2)I suspect that it's related to the polybian reforms, check the FAQ if you need information on those, which will then allow you to recruit in all of Italy. Of course there are also problems with recruitment all over the map, and it may be related to that as well. Can't really say for sure.
