Can you try this out?

Back up descr_rebel_factions.txt file, then open it up. Search down for "Iskutae" and you will have the peasant_revolt entry for that province, Skythia. The last line of that entry says:

unit eastern skirmisher cavalry pontic general

Delete that whole line. Save the file and continue your campaign.
