It´s six men minimum and 60 men maximum (in Export_Descr_Unit.txt, how many men appear on the battlefield depends on the unit size setting you´re playing on), at least for a regular unit. I think you can vary the unit size in Historical Battles more freely, but I´m not certain, and, of course, that size is limited to that particular historical battle.
