    Default Governement weirdness

At least in my game the Qarthadastim governement-building ownership thingy { egyptian, } in the export-descr_buildings messes things up in-game. In two ways.

First, the Qarthies themselves get none of the effects (unit morale bonuses, trade goods, pop growth modifiers etc.) they should.

Second, through some incomprehensible loophole it mucks up many of the governement effects of the "eastgreek" factions (Ptolemies, Seleucids, Bactria) - many of the effects, such as the unit exp bonuses Type 4 gov's give, appear twice in the building info scroll and judging by unit training effects are also implemented "on the double" so to speak. There may have been minor oddities in some "westgreek" govs too, but I didn't check those too closely.

Changing the Qarthie gov ownership to { egypt, } instantly solved all of the above. Mind you, I made it { egypt, saba, } for placeholder purposes which may also play a part, but in any case it fixed the matter.

For the record all of the above applies whether I was running EB through RomeTW.exe or RomeTW-BI.exe, too.

I and many others around the world are of the strong belief that the universe was created by a Flying Spaghetti Monster. --- Proof of the existence of the FSM, if needed, can be found in the recent uptick of global warming, earthquakes, hurricanes, and other natural disasters. Apparently His Pastaness is to be worshipped in full pirate regalia. The decline in worldwide pirate population over the past 200 years directly corresponds with the increase in global temperature. Here is a graph to illustrate the point."

Yeah, that's an annoying side effect of having a faction and a cultural description that are nearly interchangeable. Good catch!

Fix submitted. It should be able to be included in 0.81.
