some people give their allies gold every turn to bolster their relationships and everyonce in awhile they return the favor

that is ridiculous! I've never even had my AI alliesgive me some money, never mind a neutral faction dropping 54 Grand as a token of good faith and a present! Did you give them money or military aid or something?

I usually end up doing that to other factions once I get half a dozen mines running. Just for kicks, fun pumping some random faction full of money and watching them take off.
