Did you use the correct settings when saving the texture? I donßt know which it is right now, but it´s in the Scriptorium, either the Skinning or the Modelling tutorial. You need to use precisely that setting, 3ds Max may allow for different settings, the game engine, however, does not.
One possibility is that you have the weapon incorrectly named i.e. you have called it the secondary weapon on the model when it is in fact the primary one, i did this on a Carthage general i made a while back.

I'm using a 512x512 texture by the way, but i think that isnt the problem
