Piety Bug?

This has probably been discussed to death but I looked through the bug list and didn't find anything about it so I had to ask. My first generation of family members always seem to have decent piety but after that my new ones invariably have horrible piety. I've looked through their vices, virtues and retinues and it seems that my starting generals are getting three points of piety automatically before modifications from traits while my new ones aren't getting this. So here's my questions.

Has anybody else experienced this?
If so is there a fix for it?
Is it always three free piety points to start with or is that affected by difficulty level, different factions etc.?

Any help I could get on this would be greatly appreciated.

There is a trait that doesn't show on the character list; it's called ReligionStarter. It gives a base of 3 piety to the character. All characters are supposed to start with this 3 piety, but they don't. I don't know if this is an oversight, or deliberate on the part of CA, but it causes problems either way. With the feature not working, characters have a much lower piety than they should, and also lower resistance to inquisitors, less ability to limit religious unrest and the like. You can give the character the trait through a console command, but it has to be done individually for each character. Aside from the PITAtude of this, governors with a high piety cause religious unrest in settlements that don't have any of their own.

I do not know if it's a bug in the game code, a deliberate change in the traits file that prevents them from having piety because it wasn't working the way they intended, or just an oversight that causes this.
