I have MTW 2 at the lowest possible settings, yet castle battles run at about 1 FPS. Is there any file I can go into and tweak the stats even more? Something similar to what needed to be done in Oblivion?

Have you tried switching between Shader 1 & 2 in the advanced options?

As I said, everything is on the lowest possible settings.
The only question I have is: Should I have v-sync on or off?

It really depends - try it off and see what happens (i only know of its use for high end vid cards, where you have to have it off)
Also, do you get 1fps in all siege battles, or jsut some?

Then only time when I dont get 1fps is in the very very smallest of towns. When im in a city, facing away from the city I have fine fps, but the first second I see a building it drops to 1fps.

I think there's also a problem in the game in that respect - when i look at a city my fps drops noticably too - it could just be that since you run at a low fps anyway, it's more noticable for you.
