A few Incendary Pig(s) would get rid of the elephants really easily.

IIRC I actually faced something rather similar in multiplayer and won.
The one in multi player IIRC didnt have any onagers just half ele half cata
I made a square (2 ranks deep at front) from 15 Spartan hoplites and placed 3units of (cretin i think) archers and 2 onagers in there.
The onagers didnt really do anything notable if memory serves but the archers routed the eles (after the other player killed his cataphract geberal by charging my front with him) and the cataphracts destroyed themselves.
Of course this was a while ago and I may be remembering wrongly.

I can see where you would have some success with that army against eastern factions like parthia and armenia and such when you are talking about campaign. However I think you would get into some trouble with Egypt with there good missle units, chariots, and pikemen. Also Macedon would be effective against it with their very good pikemen and archers.
And yes if you were playing multiplayer it would not be very effective for the reasons that x danger mentioned with legions. It would also not be that effective against a decent greek army with spartans and such, or carthage with sacred band inf and cav and some eles to go head on with, or even germia if you made good use of spear warbands and of course berzerkers.
Ufortunately on the campaign, greeks are gone, macedons are gone, brutii is gone, carthage, egypt, parthia, armenia, pontus, whats left are julii, scipii, germania, thracia, dacia, scythians, iberians, gauls(i dunnoh) and brittania, no need for fear of spears here! hahahaha
