    OK so far I can confirm 198 provinces with 2 sea colours and this was OK but adding a third sea area (i.e as another lake caused the crash) so sea regions do count into the total.

    OK retried adding a 199th region and got a straight CTD. Took out all the sea regions and adjusted the heights so no sea and got a CTD so as far as I can tell the limits are 198 true provinces and + 2 colours can be used for seas.
