Is that what does it? only one sea color? I am relatively new to modding, so I really don't know. The map was originally an early version of Spurius' BigMap. If there is a difference in the sea, he changed it before I ever saw the map. I added 50+ regions to it and just stopped at 199 because I heard it was the limit. I never bothered to try 200. I'm racking my brain trying to think what might have caused a CTD like that...

Its actually quite strange. I had the CTD (no error messages) several times when trying to add the extra province. Then yesterday I was moving provinces around and renaming and found I had the duplicate in the mercenaries.txt file. Today I thought I'd just try adding a new province in again and it worked first time. I then tried to add in some duplicated provinces into the mercenaries and couldn't get a CTD. I then thought it may be tied to features somehow as I think I had always tested with the land bridges in and didn't have any now. I added a land bridge and still couldn't get a CTD.

I then tried changing a sea colour for a lake to the one used in vanilla for lakes - and got an unexplained error but no direct CTD - so you couldn't now have 2 sea colours.

I then thought I'd try adding one more region and I got the straight CTD again. Which resolved itself once I took out a different region.

I really don't know what I did to not be able to add in the 199th originally. I'm sure I used different colours for different attempts. I also recall I accidentally started with a different sea colour to the main sea one in vanilla so maybe that had something to do with it.

My map is a British isles map so its completely new.

That sounds like a pretty neat map. I know absolutely nothing about making maps (unfortunately). I think that (recently) I have become pretty competent at just about everything else. Best of luck with you mod, it sounds pretty neat.

Added culture to the top and changed the misleading region limit

Specific factions can have unique buildings right? So this limit on 7 cultures can be worked around right?

Settlement buildings arent limited to cultures, so I'm not sure what you're working around. Unless you're talking about strat map models, in which case, no you cant define them by faction.

Yeah there's not that much culture specific stuff actually. Mainly user interface stuff, music and so on but also the settlements (can't edit them yet anyways so that doesn't hurt too much).

Casuir: Each faction can have different strat models, you just have to make a new entry afaik
