M2TW starts with 6 cultures, meaning you can add a new culture. If you want a second new culture you have to remove an exisiting one.

It is possible to add unique units to a mod without adding a new culture.

Adding a new culture is only useful if you want this faction to have different unit / agent portraits and different strat / battle generals, otherwise it's easier to use an existing culture.

Also is there a limit on the number of resources / hidden resources?
