Okay, you're all right. I fixed it by moving the Mongols, Timurids, Aztecs, and Slave back into the 'unplayable' heading. I just started a new campaign, and used toggle_fow to go spy on the Aztecs, who are there. The rebels also spawned correctly in their hometowns.
I left the Papal States as playable. Still looks fine.
As for why the minimap didn't extend to include the new world, I don't know either. I was wondering that myself. After the world_is_round event happened and I noticed the minimap wasn't extending, I took that as the first sign something was terribly wrong. When I got into South America and right-clicked on the newly discovered land only to see it was under rebel control, that was the second sign something went horribly wrong. Then, I toggle_fow'd to see that all of the new world was empty...which I pretty much took as confirmation that something went incomprehensibly wrong. I still can't figure out why editing which factions are playable and unplayable would have any effect whatsoever on the minimap, so all I can do is shrug.
Looks fixed now, though. Okay...so...I'll never do that, ever again. Thanks for the suggestions!
