On the serious side, you're absolutely right Kukri, these halfassed halfhearted efforts do nothing. The US should have either put everything into this or not done it at all.

Four stage strategy from Yes, Minister:
Stage one we say nothing is going to happen.
Stage two, we say something may be about to happen, but we should do nothing about it.
