up north you can't recruit anything which I believe is intentional.

Because we still need to include the northern tribes' units.

Not really. All Iberians up to lvl 2 will have a regional skin for some factions to be able to recruit them regionally.

Lvl 3 Iberians will only availabale as mercs. Lvl 4 and 5 are exclusive to Lusotana and Eleutheroi.

You already have those lusitanian scutarii-type mercs to play with :) (only thing missing is their unit card!)

All Lusitanians and Iberian units have UI_INFO and unit cards. What are you talking about?
