i am using the romans but I can't seem to make my main barracks in my newly taken citys.. the first reform has not happend yet dose that count

You can only build them in Italian cities, until the Marian reforms (I believe). I could be wrong though.

if thats true then how can you edit the backround script.. so I can get the reforms faster

if with the reforms, youre not going to be able to recruit hastati,principes, and triarii in non-italian cities. that'd be silly.
