I apologise if this was asked before, but I couldn't find it, but it's rather strange - I can only build Roman faction MICs in the provinces I was given at the start, regardless of the type of government they have. In effect, only provinces with Camilian reforms can build faction troops recruiting centers and, consequently, build any faction troops at all.
I don't know if this is normal or not, but I figured I should ask, considering the government descriptions hint otherwise :) I'm about to get Polibyan reforms, so I can report soon-ish if that remedies the situation any.

Also, how much differance is there in terms of Auxilliaries for Allied states?

On a side note, Eulenotroi or whatever is the proper spelling of a faction had two mercenary forces of Polibyan troops in Italy, consisting of skirmishers and a unit of Equites Romani :) I suspect it's a bug :)
