Max command/security/influence level

I didn't see anything useful in the hardcoded limits, nor anywhere else.

What's the maximum level of influence/command/security you can actually have, not just displayed? Also, does anyone know the limit for the negative side of the scale? I read something for security being -3 and +9 at the top?

this is the same kind of information that i'm looking for, but i'm mainly concerned with cities at the moment.

command and influence max are 10 (anything extra doesn't count) but i don't know what the min levels are and i don't know about security but would guess 10 as well.

i know influence or something can be negative with a general, because my favorite (though old and about to die) general lowers happiness in every town he sets foot in.
